Amid the considerable disarray following the American military actions on Venezuela, the capture of leader Nicolás Maduro, and Donald Trump's announcement that the US will “manage” the country and “seize control of the oil”, a single fact remains evident – this establishes a deeply alarming precedent.

A Dark Legacy and an Unprecedented Move

The United States possesses a dark record of interference, invasion and occupation in Latin America, but this past Saturday morning marked its first major military attack on the soil of a South American nation. “American dominance in the western hemisphere will never be questioned again,” the President stated.

The move to assault another independent nation and capture its head of state – only a few days after he stated a desire for negotiations – carries even broader implications. This ought to concern everyone.

Deep Instability for a Nation in Crisis

Venezuelans have suffered under an oppressive, corrupt, and inept government under Mr Maduro, widely believed to have rigged the previous presidential vote. They now face a future of deep insecurity. Mr Trump has indicated that Mr Maduro’s deputy, Delcy Rodríguez would follow US instructions, and rejected prominent critic and Nobel prize-winner María Corina Machado as a viable alternative.

However, Ms Rodríguez, now the interim president, has so far struck a defiant tone – and other parts of the leadership-stricken government are far more intransigent.

A Shift in Global Role

A man who won power vowing to end foreign wars now says he is “not afraid of boots on the ground”. Redesignating the Department of Defense as the Department of War was more than posturing. He no longer views the world’s superpower as a guardian of order; he is converting it into a lawless actor.

He is convinced that the US’s might permits it to do as it wishes with scant penalty: witness the military actions against Nigeria and Iranian installations. He claims that control of Venezuela's petroleum means this latest episode “will pay for itself”.

An Illegal Assault on Sovereignty

Mr Trump is not trying to twist international norms, but to shatter them.

Put aside the signal this transmits to leaders in Moscow, Beijing, and beyond, and question the future path of the United States. While the raid allegedly resulted in the deaths of 40 Venezuelans, including civilians, there were no American fatalities. Mr Trump’s growing sense of invincibility will almost certainly fuel more reckless actions.

Flimsy Justifications and Underlying Drivers

It is widely rejected the justification that this is related to the drug trade. Venezuela is only a small transit route for cocaine; Mr Trump recently granted clemency to the past Honduran leader Juan Orlando Hernández for narcotics and arms offenses. Mr Trump himself has been explicit that he is motivated by the promise of energy wealth as well as machismo, the worldview of key officials, and the appetite for triumphalism as domestic popularity wanes.

A Muted Global Reaction and Institutional Irrelevance

The global reaction, especially in Europe, has – with a few principled deviations – been shockingly muted. That’s not due to Mr Maduro’s sins, but trepidation regarding Mr Trump’s wrath. The firm response from UN Secretary General António Guterres was notable, but this episode emphasizes the UN's diminishing clout.

Mr Trump’s voters who oppose foreign entanglements could yet press him to focus on domestic issues once more – but rising medical costs, economic unhappiness and ongoing controversies fuel his desire for external drama.

Barely 12 months into his presidential term. World leaders may come to rue the day if they fail to speak up today, with the question of which nation is next looming.
